While human capital has long been recognized as a driver of entrepreneurship, the relationship between the availability of high-skilled talent and the quality of entrepreneurial ventures still remains understudied. In this work, we provide causal evidence on how an increased supply of talent can improve entrepreneurship quality. Exploiting the staggered introduction of local talent policies across Chinese cities as a natural experiment, we apply a difference-in-differences framework using rich administrative data. We find that these policies significantly enhance the quality of newly established ventures by effectively attracting elite talent, both domestically and internationally. These inflows shift local entrepreneurial activity from low-tech to high-tech industries and increase knowledge spillovers and transfers from local universities. Overall, local talent policies enhance entrepreneurship quality by strengthening the local human capital pool.

周斯凡，经济学博士（美国纽约州立大学奥尔巴尼分校），曾在哈佛大学数学科学与应用中心（CMSA）从事博士后研究工作，曾任厦门大学经济学院副教授。研究方向包括科技创新创业、知识传播、科技政策与高技能人才市场等。主持国家自然科学基金青年项目和教育部人文社科研究青年项目，研究成果发表于 Management Science、Research Policy、Regional Science and Urban Economics 等国际学术期刊。
